No motion is possible without some forward motion. Without forward motion the wheels cannot be steered and the vehicle cannot turn. Without motion, all possibilities exist and paralysis ensues. Begin to move, even if the direction is unclear. Only then can the direction be refined and the vehicle can be turned.
